Origin of ISIS ISIS was founded in 1999 by Jordanian militant Abu Musab al-Zarqawi, who pledged allegiance to Al-Qaeda. The group initially operated in Iraq, targeting Shia Muslims and US forces. After al-Zarqawi's death in 2006, the group came under the leadership of Abu Ayyub al-Masri, who rebranded it as the Islamic State of Iraq (ISI)
