Murder of an ex-girlfriend's family in Songpa-gu, South Korea, in 2021 and the suspect's identity
On December 10, 2021, in a villa located in Jamsil-dong, Songpa-gu, Seoul, a murder took place where Lee Seok-jun (then 25 years old, born in 1996) killed A's (then 21 years old, born in 2000) mother, who was a former lover, and injured A's younger brother.
On December 5, Lee Seok-jun sexually assaulted A after taking her mobile phone at his house in Cheonan, and recorded the act with his own phone. On December 6, A reported the suspect for sexual assault, and from December 7, she was under police protection as a victim and received a smartwatch.
On December 10, around 2:30 PM, Lee Seok-jun broke into A's house, who was his ex-girlfriend, and attacked A's mother (then 49 years old, born in 1972) and younger brother (then 13 years old, born in 2008) with a weapon. A's father, who was out at the time, became aware of the incident during a phone call with the mother and reported it, but they had already been injured by the weapon. The mother was transported to the hospital but succumbed to her injuries, while the younger brother fell into critical condition but fortunately regained consciousness on December 17. At the time, both A and her father were not at home, thus avoiding the confrontation.
On that day, the police arrested Lee Seok-jun, who was hiding in a nearby villa.
On December 11, the police applied for a warrant to detain the suspect, Lee Seok-jun. Subsequently, on December 12, Lee Seok-jun was arrested.
The father of the victims reported the incident as a suspected abduction of his daughter, stating, "It felt like my daughter was being held captive," and the location of the suspect and the victim was discovered by the Sujeong Police Station in Daegu during the process of tracking them down. The police, who secured the victim's statement, handed her over to her father and took custody measures for the suspect. The father criticized the police strongly, stating that it was an obvious case where the father of the victim should have been arrested but was not. According to the police announcement, it was revealed that the statements of A and Lee conflicted, and the suspect voluntarily accompanied the police and submitted his phone, which were the reasons for allowing him to return home.
Lee Seok-jun claimed that he did not target the victim's family. During the police investigation, it was found that there were suspicious activities by the suspect, such as preparing a weapon and observing the entrance of the victim's villa while waiting in a car, and even hiring a private investigator to obtain the secret passcode for the communal entrance. Therefore, there was a high possibility of premeditated crime.
On December 14, around 5 PM, the identity of the suspect, Lee Seok-jun, was revealed. This was the first time in South Korea that the mugshot of a suspect was released publicly.
The stalking victim suffered sexual assault and illegal filming. On the other hand, on December 17, the suspect, Lee Seok-jun, was handed over to the prosecution on seven charges, including retaliatory murder, attempted murder, attempted premeditated murder, property damage, unlawful confinement, and home invasion under the Act on Special Cases Concerning the Punishment of Certain Crimes, while repeatedly saying "I'm sorry" without removing his mask.
On December 23, a pawnshop employee named Yoon (37) who received 500,000 won and provided the victim's home address to Lee Seok-jun was arrested for violating the Personal Information Protection Act.
On December 27, Kim (48) and Choi (50), who played a role in connecting the pawnshops, were arrested.
On January 6, Kim (38) and Min (41), pawnshop employees who provided relevant information to Yoon, were arrested.
On January 10, Park (40), a Gwonsun District Office employee who was revealed to be the initial source of information for the pawnshops, was arrested and charged with bribery under the Act on Special Cases Concerning the Punishment of Certain Crimes. It was revealed that he had provided personal information, including addresses, to pawnshop operators for about two years from 2020, using his vehicle registration authority. He received a total of 39.54 million won in exchange for selling personal information to the operators, at a monthly rate of 2-3 million won. The amount received by the government official for providing the victim's residential information was a mere 20,000 won. It is a case that shows how immoral actions for a small amount of money can lead to such terrible consequences, where people lose their lives.
On April 27, 2023, the Supreme Court upheld the lower court's ruling sentencing Lee Seok-jun to a life sentence, with a minimum term, and ordered him to complete an 80-hour sexual violence treatment program and imposed a 10-year restriction on employment in institutions related to children and persons with disabilities.
